Salem hospital is simply the worst.
Not everybody wants narcotics.
If it wasn't for the Cooper doctors they have now, that place would of been closed its doors.
My advice is to go to them if you're in a life or death situation. Once there, get them to transfer you out to any other hospital, you must make it clear to them. Once stable, you'd like to be transferred.
